Resilience and Development: Complement, Substitute or Stopgap Solution?

What is the political function of ubiquitous term “resilience” in today’s development aid? This article analyses discourse some aid programmes and projects, drawing on 15 years empirical research Sahelian pastoral populations, who today are a symbol resilience. It shows how notion resilience conveys compassionate security meanings characteristic neoliberal policy, resulting weakening public policies. Beyond an alternative between rhetoric innovation, use this applied to social groups fine-tunes ideological steering setting course policy since 1980s. questions originality resilience-building projects at local level relevance field.
